And the fuel market liberalization in Mexico continues

Beginning on April 19, 2017, The Energy Regulatory Commission (CRE), will start receiving proposal from private companies for the bidding of PEMEX´s transportation and infrastructure usage regarding the operation and delivery of fuels in the States of Coahuila, Nuevo León, Tamaulipas and Durango.

This process is the first step to achieve a free open market in petrol and diesel prices, in the States abovementioned.

The winners of the bid will be announced on May 25, and the awarded companies will obtain a percentage of the capacity of PEMEX´s pipelines and storage installations, due to PEMEX will keep certain percentage for its own operations.

This process was previously done on the States of Baja California and Sonora, in which the market was liberalized on March 30, 2017. As an example of the process, the timetable used then was the following:

  • Reception of participation requests – December 2016 to February 2017.
  • Reception of proposals – February 2017 to March 10, 2017.
  • Proposal evaluation – March 11 to March 14.
  • Award – March 15, 2017.
