He is one of the founding partners of the law firm Rios Ferrer, Guillen-Llarena, Trevino y Rivera, S.C., and former President of the Mexican Bar Association. He is a TMT expert lawyer, with 28 years of professional experience in telecommunications and broadcasting services; antitrust, constitutional, civil, trade and administrative law; federal contentious proceedings in civil and administrative nature, amparo, arbitration and mediation, among others.
Professional Memberships: Accounting for Lawyers, Mexican Bar Association, 1998. Member: International Bar Association; American Bar Association; member and former President of the Mexican Bar Association; Mexican Academy of International Law. Founder and Chairman of the Telecommunications Law Committee of the Mexican Bar Association. Arbitrator appointed by the Superior Justice Court of Mexico City (1995). Mr. Ríos Ferrer serves as a Board of Directors member of diverse Mexican companies and has advised several foreign clients on structuring and financing foreign investments in Mexico.
Publications: Ricardo Ríos Ferrer: On June 2000, Mr. Ríos Ferrer published an Article on Telecommunications Law in the Mexican Lawyers’ Magazine, which was the first academic approach to such field of law in Mexico. Other publications of Mr. Ríos Ferrer have appeared in seminar publications of the Academy of International law, 1989; Los Angeles Daily Journal, 1995. Author of the Mexican Chapter on Telecommunications Law and Practice, by Colin D. Long, Sweet & Maxwell, 2000; Author of the Mexican Telecommunications Law summary appearing in European Counsel 2000. Coordinator of the Regulation Panel of “Expo-Comm” Mexico Chapter, 1999, 2000 and 2001.
