She acquired her professional experience working with Law Firms specialized in Public Law, acquiring a specific knowledge in the sectors of Environmental and Energy Law.
In these sectors she assisted and is currently assisting significant public and private economic operators, providing legal support in extra judicial proceedings as well as in legal proceedings and litigations.
The activity related to legal assistance covers the issues of environmental planning and assessment; the EIA and SEA procedures or the granting of the integrated environmental authorization (AIA); the protection and use of water and soil; as well as the waste management and the reclamation of polluted sites. In some instances, she also dealt issues related to criminal proceedings.
In particular, on behalf of leading economic operators in the above mentioned sectors, Anna Romano has repeatedly targeted issues related to the construction of waste-to-energy plants, the law applicable in emergency regimes, the treatment of waste for the landfilling disposal, as well as issues related to the provisions on waste traceability. In addition, on behalf of publicly-owned companies, she dealt with issues related to water pollution and water supply, including, in relation to the latter, issues linked to recovery and disposal of sludge produced by wastewater treatment plant, verification and inspection of sewage networks, sanitation and maintenance of water and sewage systems.
Lately, Anna Romano has been counseling on issues related to the application of Directive 2011/65/EU of the European Parliament and of the Council of 8 June 2011 (so-called “RoHS 2 Directive”), on the restriction of the use of certain hazardous substances in electrical and electronic equipment.
Regarding energy law, Anna Romano has a long-term experience in the legal counselling and Court assistance on public incentives for the production of energy from renewable sources and for the implementation of energy efficiency measures. In particular, since 2012, she represents, in more than one hundred proceedings, the “Gestore dei Servizi Energetici - G.S.E. S.p.A.”: a public company, controlled by the Italian Ministry of Economy and Finance, which deals with the management of all incentive schemes in the Italian energy sector.
The experience gained enabled Anna Romano to tackle the above-mentioned issues from different perspectives: not only referring to National Public Law, but also to Civil and European Law. Thus, gaining an in-depth knowledge of this sector, she has been appointed as Expert Witness by the Italian Republic in order to provide an Opinion within an International Arbitration proceeding initiated by a foreign investor under the Energy Charter Treaty.
In the context of Environmental and Energy Law, Anna Romano combines professional experience with research and training activities.
She is member of the Scientific Committee and Professor at the Second Level Master in Environmental Law provided within the Department of Legal Sciences of “La Sapienza” University in Rome. Together with Prof. Filippo Satta, within this Master, she coordinates the course in “Sectoral disciplines: energy, air, soil, water, land reclamation, waste”.
Since 2004 she is Adjunct Professor of Law and Legislation of public works (module I) – Public and Environmental Law, at the Civil Engineering Faculty at Roma Tre University in Rome.
She is member of the Scientific Committee of the online magazine “ApertaContrada – Observations on companies, law and economy”, for which she coordinates the “Energy Observatory” where, on a monthly basis, the most relevant laws and the most significant documentation on energy, with specific sections dedicated to renewable sources, energy efficiency and waste treatment, are published.
Since 2019, she’s curating the section “Diritto pubblico dell’energia” for the online journal “Fiscalità dell’energia” edited by Salvini e Soci, a tax Law Firm, which specializes, among other things, in energy taxation. For the rubric, she writes monthly articles on energy issues related to public law.
She is regularly involved as a teacher and speaker in seminars and conferences. Among others, she presented two contributions at the first and fourth editions of the Annual Conference on Energy Law on: “The role of Nuclear Safety Agencies in the light of foreign experiences”, (published by Il Mulino for GSE, 2011); “Tenders for gas distribution” (published by Il Mulino for GSE, 2014).
For several times, Anna Romano has been mentioned in primary international directories; in particular, Chambers & Partners (“is well regarded for its work on the environment and energy law issues”) and Legal 500 (“is always willing to help, and has a deep knowledge of legal matters”). In addition, she has been awarded in the: Ranking Chambers 2018 (“Anna Romano regularly assists companies with dispute resolution proceedings, tenders and concessions”); Ranking Chambers 2019 (“Her strengths are her availability, efficiency and effectiveness and technical skilfulness, as well as having an ability to adapt to complex sectors”); Ranking Chambers 2020 (“She is very focussed and finds real solutions.
